Well (I’m no astrophysicist) but as I understand it Mars has water but in the form of ice (because it’s so cold there). There is evidence that in the past Mars had liquid water but it’s not there now.
What an interesting question! There are grooves in the rock on the surface of Mars which suggest that water flowed on the planet billions of years ago. However, the temperature of the surface is way too cold now for liquid water but there may be running water deep below the surface.
